Of course, that last bit is a joke, since the leap second is added is December 31, 2008 23:59:60 UTC, so you really only have to worry about countdown accuracy if you live in an equivalent time-zone. Those lagging behind just have to sync their clocks in the intervening time before the midnight countdown starts, for us ESTers, that would be sometime after 7PM.
